The Town of Capitol Heights, the Town of Fairmount Heights, and the City of Seat Pleasant came together on May 17 to celebrate and officially launch the 20743 Coalition—a groundbreaking partnership that marks a historic step toward coordinated economic development, housing initiatives, and shared services across their communities, all set along the rapidly evolving Blue Line Corridor.

For the past 30–40 years, these municipalities have shared both economic challenges and opportunities. While other parts of Prince George’s County have experienced rapid investment and growth, 20743 communities have not seen development at the same pace. Determined to chart a new course, the three municipalities are joining forces to create a shared approach to reshaping their neighborhoods and building a stronger, more connected future.

The 20743 Coalition is the capstone project of Ms. Krtlyn Rhoda, graduate of the first cohort of the Blue Line Corridor Civic Leadership Institute and current City of Seat Pleasant Grants Manager. She envisioned a space where municipal leaders could collaborate and align efforts to attract the retail, resources, and reach that these communities deserve. The initiative is also an extension of work launched by The Capital Market and the Greater Capitol Heights Improvement Corporation (GCHIC), with The Capital Market serving as co-convener. Using food systems generation and connection as a strategy for economic development and grassroots organizing, The Capital Market is helping to shape a coalition grounded in both innovation and community values.

A Day of Leadership and Vision
The ceremonial launch featured reflections from each of the three mayors:

  • Linda Monroe, Mayor of Capitol Heights
  • Akiaba Stewart, Mayor of Fairmount Heights
  • Kelley Porter, Mayor of Seat Pleasant

They were joined by a host of state and county elected officials, including State Delegate Jazz Lewis, who shared his reflections; County Council Vice Chair Krystal Oriadha; and representatives from the Prince George’s County Executive’s Office, which issued a proclamation. Additional honors included a citation from the Prince George’s County Council, presented by former Chair Jolene Ivey, and remarks from the Prince George’s County Economic Development Corporation.

The celebration was elevated by the smooth, soulful performance of Craig Beacham—a Prince George’s County–based but nationally renowned saxophonist—whose music set the tone for a day of pride, unity, and purpose.

Marking the Moment
The signing of the Memorandum of Understanding (MOU) not only formalized the coalition’s mission but also created a moment for residents and stakeholders to be invited into the vision. The event underscored the regional significance of shared leadership, collaboration, and alignment at a pivotal time in the Blue Line Corridor’s transformation.

With over $400 million already committed to the County’s Blue Line Corridor initiative—set to enhance communities surrounding key Metro stations like Largo, Morgan Boulevard, Capitol Heights, and Addison Road—this coalition is positioning 20743 communities to claim their share of investment and ensure that growth directly benefits local residents.

The Capital Market’s Role
As a partner and co-convener, The Capital Market will help ensure transparency and accountability by providing quarterly financial reports tracking the use of funds by each municipality. Leveraging its network, The Capital Market will also bring forward strategies to drive sustainable economic growth and keep community priorities at the forefront.

The 20743 Coalition stands as a model for how local governments can work together—aligning vision, pooling resources, and building momentum—to shape a future where every community along the Blue Line has the opportunity to thrive.
